The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation.  The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development (OECD).  The OECD is a unique forum where the governments of 30 market democracies work together to address the economic, social and governance challenges of the globalizing world economy. FIXED-TERM APPOINTMENT OF TWO YEARS (RENEWABLE) 

The IEA seeks an Energy Analyst to manage and analyse the IEA database on energy efficiency indicators.  This includes the development, maintenance and documentation of data and databases for OECD countries as well as key Non-OECD countries, the analysis of the data, preparation of indicators and contribution to publications on energy efficiency indicators.

Energy efficiency offers a powerful and cost-effective tool for reducing energy consumption, increasing energy security and achieving a sustainable energy future. Energy efficiency contributed to reduce energy consumption by 2% per year from 1974 to 1990; but only by 1% per year since then. Therefore more needs to be done to increase the pace and the role of energy efficiency. This passes by sound energy efficiency indicators to highlight priority sectors and measures, and then monitor progress in the implementation of selected measures. The person selected will have a key role in improving the quality and relevance of these statistics and indicators and strengthening the role of the Agency in energy efficiency indicators.

The selected candidate will be part of a team of enthusiastic professionals reporting to a Head of Section and working under the general supervision of the Head of the Energy Statistics Division.

Job Duties
1. Database management

• Maintain, improve, update and extend the databases containing basic statistics (supply, demand, and related socio-economic factors) necessary for building energy efficiency indicators for all OECD countries and selected non-OECD countries. This includes the design, maintenance, review and improvement of the data collection systems; the assessment of data obtained and improvement of data quality when necessary; development of data sources and data collection and validation framework; production of periodic and ad hoc statistical reports to Member countries and the Secretariat, production of documents and electronic devices and adapting methodology and operations to changing user needs and development in energy data for energy efficiency indicators in close co-operation and coordination with other areas of the IEA and other international organisations.
• Participate in the overall design, methodology and management of a large, computerised international energy data system.

2. Analysis

• Analyse and validate the data collected and assess their quality by making comparison with other sources and using expert judgement.  
• Make extensive use of the data to produce written and oral analysis of the development of energy efficiency in OECD and selected Non-OECD countries.
• Document the analytical framework.
• Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects related to quantitative measures of energy efficiency. 

3. Liaison and outreach

• Collaborate with other Divisions in the Agency and other organisations to support the IEA’s work on energy efficiency.
• Participate in technical meetings with energy experts from national administrations and/or other international organisations for the development of energy statistics and their related definitions and methodology.
• Participate in preparations for meetings of IEA standing committees, working parties and as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. 
• Maintain contacts with members of national delegations, other international organisations, industry, research institutions and universities. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.
• Provide advice on statistics and statistical methodology to the Secretariat, administrations of Member and non-member countries in order to improve the quality and effectiveness of their statistics on energy efficiency.
• Co-operate with information systems staff in adapting software, file management procedures and user services to changing requirements.

Qualifications: education, experience, communication and languages
1. Education and experience

• An advanced university degree(s) in relevant disciplines in economics or statistics.
• Three to seven years' experience in an energy and/or in a statistical administration/agency/industry. 
• Excellent understanding of the energy sector and of energy efficiency indicators and the sources and methods used for compiling energy statistics.
• Excellent level of computer literacy. Experience of database management together with a good knowledge of microcomputer software for word-processing and spread-sheet functions. 

2. Key competencies

• Proven analytical abilities as demonstrated in past work products (quantitative analysis, operative models, and/or published papers).
• Creativity, energy and commitment.
• Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work. 

3. Communication and languages

• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora. 
• Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience of giving oral presentations.
• Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.


NB. The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
