FIXED –TERM APPOINTMENTOF 3 YEARS (RENEWABLE 2 YEARS) ONE OR POSSIBLY MORE POSITIONS
The IEA seeks an Energy Analyst to contribute to the work on energy and climate policy, an essential component of the IEA mandate for a more sustainable and competitive energy future. The main output is the design and evaluation of domestic and international policy instruments to effectively reduce the contribution of the energy sector to global CO2 accumulation.
The selected candidate will be part of a small team of enthusiastic professionals reporting to the head of the Climate Change Unit (CCU) in the Energy Efficiency and Environment Division (EED).

Job Duties
|
|
1. Energy Analysis
• Participate in the evaluation of Member countries and non-Member countries policies in the field of greenhouse gas (GHG) mitigation in the energy sector and the writing of the associated reports and publications to meet the needs and priorities agreed by Member countries. • Survey and monitor developments in the implementation of the Kyoto Protocol mechanisms, including the evolution of the carbon market, and other instruments emerging from subsequent international climate policy agreements. • Conduct qualitative and quantitative analysis of other policy approaches to GHG mitigation in the energy sector (energy efficiency, renewables, technology support), including the effectiveness of policy packages in this area. • Draft papers, reports/books on these topics. • Assist with project management as appropriate. • Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of energy and climate policy.
2. Liaison and Outreach
• Collaborate with other Divisions in the Agency and the OECD – in particular, the Climate Change Unit and the OECD Environment Directorate to support the work of the Annex I Expert Group on the UNFCCC. • Participate in preparations for meetings of the IEA standing group on long-term co-operation (SLT) as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. • Maintain contacts with members of national delegations, other international organisations (UNFCCC), industry, research institutions and non-governmental organisations. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages
|
|
1. Education and experience
• An advanced university degree(s) in relevant disciplines, including, but not limited to economics, energy policy, policy science, international relations. • Three to seven years' experience of analysing national and international policy issues relating to international climate policy. • Excellent understanding of the energy sector and of climate policy instruments (including market- and non-market instruments).
2. Key competencies
• Proven analytical abilities as demonstrated in past work products (analytic reports, quantitative analysis, and/or published papers). • Creativity, energy and commitment. • Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.
3. Communication and languages
• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora. • Excellent communication skills, including in giving oral presentations. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. • Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.

The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
