FIXED –TERM APPOINTMENT OF 2 YEARS (POSSIBILITY OF RENEWAL)
ONE OR POSSIBLY MORE POSITIONS The IEA seeks energy modellers to contribute to analysis of long-term regional and sectoral energy trends and their consequences. The main output is the annual World Energy Outlook. This has gained a reputation as the most authoritative source for energy analysis and projections. Each year it provides a quantitative outlook for energy supply and demand in the medium term (2010-2015) and longer-term (2015-2030) and draws lessons for energy security, investment and the environment.
The selected candidate(s) will be part of a team of enthusiastic professionals reporting to the Chief Economist.
The working language of the Agency is English.

Job Duties
|
|
1. Energy Analysis
• Contribute to the work on the long-term analysis of regional and sectoral energy trends by assisting with the ongoing development, maintenance and operation of the IEA’s World Energy Model (WEM), a large-scale mathematical construct designed to replicate how energy markets function. Assume responsibility for various sub-modules (e.g. regional, fuel type, etc.). • Contribute to the management of the databases on economic and energy variables that are needed to run the WEM. • Carry out economic analysis and prepare reports on energy policy issues, for example, the analysis of macro- and micro-economic factors (internal or external to the energy sector); structural elements which affect the long-term supply of or demand for energy (e.g. energy pricing); and sector studies. • Assist with other project management as appropriate. • Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of energy trend scenarios.
2. Liaison and Outreach
• Collaborate with other Divisions in the Agency, the Nuclear Energy Agency and other national and international organisations, the energy industry and research bodies in the analysis of the impact of energy market developments on the macro-economies of Member and non-Member countries. • Participate in preparations for meetings of IEA standing committees, working parties and other groups as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings. • Maintain contacts with members of national delegations, other international organisations, representatives of industry, and other institutions involved in energy market assessments. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages
|
|
1. Education and experience
• An advanced university degree(s) in engineering or economics with a quantitative energy specialisation. • Three to seven years’ experience in applied economic analysis, preferably within an energy context. Good understanding of the micro-economics of end-user prices and the impact of distortions. • Excellent understanding of the energy sector (production of energy, transformation, end-uses, energy policy) and its history. • Excellent quantitative background and experience in the construction and use of econometric and linear models. Knowledge of energy models for the different energy sectors, identification of various price setting mechanisms and inter-fuel competition would be an advantage. Excellent level of computer literacy.
2. Key competencies
• Proven analytical abilities as demonstrated in past work products (analytic reports, quantitative analysis, operative models, and/or published papers). • Creativity, energy and commitment. • Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.
3. Communication and languages
• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora. • Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience of giving oral presentations. • Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.

The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
