FIXED –TERM APPOINTMENT OF 3 YEARS, POSSIBLY RENEWABLE  

The IEA seeks a Senior Oil Market Analyst to contribute to its Oil Market Report (OMR) and Medium Term Oil Market Report (MTOMR), benchmark publications which aim to enhance market transparency and inform member governments as an aid to decision making at times of energy supply disruptions. The selected candidate will be responsible for downstream oil market analysis.

The selected candidate will be part of a team of enthusiastic professionals, working under the general guidance of the Head of the Oil Industry and Markets Division (OIMD).

Job Duties
1. Analysis and Team management

• Oversee downstream oil market and refining analysis, authoring refining activity and oil products market analysis sections for the OMR and MTOMR. Ensure downstream market databases and forecasting models are kept updated and develop new analysis and forecasting tools as necessary; Provide regular updates on broader downstream oil market issues such as oil product specification changes and environmental legislation, oil company strategies and refining sector consolidation.  

• Help to guide multi-cultural and multi-disciplinary support staff engaged in oil market analysis and modelling; liaise with member governments and oil industry representatives, to establish priorities for OIMD’s downstream oil market analysis; develop key analytical projects in downstream market analysis and help win and manage resources to support these projects; Participate in team recruitment and help identify external experts for OIMD seminars and standing group meetings.

• Support the broader activities of OIMD and the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of oil market analysis. Contribute to the development of the Agency’s programme of work. Help identify key priorities for action.

2. Liaison and Outreach

• Collaborate with other Divisions in the Agency, providing analytical support as required on oil refining and broader oil market issues.  

• Participate as required in preparations for meetings of the IEA’s Standing Group on the Oil Market (SOM); help identify industry experts and outside participants for OIMD and IEA fora on oil market issues; provide support for the development of reports, analyses and information items for these meetings. 

• Maintain contacts with staff at policy and analytical level in government, other international organisations, and industry in support of the OIMD analytical effort. Promote the work of the Agency externally to a wide range of audiences through participation in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages
1.Education and experience

• A university degree(s) in relevant disciplines, such as economics/econometrics, statistics, international relations, physical sciences or engineering.

• Eight to ten years' experience of analysing and reporting upon international oil market issues and the markets for refined oil products; excellent understanding of the energy sector and of downstream oil markets and oil company downstream operations in particular. 

• Proven track record of managing complex projects involving multiple inputs to meet tight deadlines and to budget.


2. Key competencies

• Excellent level of computer literacy.

• Proven quantitative analytical abilities as demonstrated in past work (analytic reports, operative models, and/or published papers). 

• Creativity, energy and commitment.

• Strong sense of responsibility for the successful completion of assigned work. Demonstrated ability to create an environment conducive to teamwork, innovation and open communication. 


3.Communication and OECD official languages

• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues at all levels in a multicultural environment as well as the ability to foster contacts with officials in national and international fora. 

• Strong communication skills. A demonstrated ability to prepare reports quickly and clearly in written form on complex technical issues for a more general policy audience. Ability to organise and structure material and data clearly. 

• Excellent knowledge of written and spoken English; working knowledge of other languages [notably French] would be an advantage.

The appointment may initially be made at the level immediately below that noted above if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
